When you are accessing any block site and you are using a VPN, you are searching any data or service from the any site which means you are requesting that data or service from server. When you are using VPN this request is encrypted and encryption connection is established. ISP can not see that requested data as it is encrypted between your device and VPN server. 

When your computer sends a request to the ISP, The ISP does not know which site you want to go to, ISP only knows that you want to go to that VPN server so it lets you to connect to that server through router without connecting to that block site. VPN server checks that request, opens that packet and he knows that you want to go that block site then connection is established for server to go to that block site. That server can be anywhere in India or even outside India. We can easily access the sites which are blocked by our College, ISP or Government. Your ISP does not know which sites your are accessing but all the information does know ISP's of VPN server so you cannot hide completely.

Does VPN help to increase internet speed?  No. Even though VPN speed is 1 gbps, your computer's speed will be the same as your ISP provide. You connect the VPN with the speed given by your ISP.

Is VPN Legal, Yes. In India VPN is legal. If users in India use a VPN for illegal activities online like  accessing banned sites or hacking into computers or networks then punishment can happen. In USA it is legal but you are accessing illegal sites then you will be punished. In China VPN is illegal. China banned top sites which other countries use. They are used only their sites. They banned sites like Google, Fcebook, Twitter, Instagram, Pinterest, Snapchat, Tumblr.
